Gunpowder costs, supply, and industry direction — August 2026

Bottom line
Smokeless powder is the tightest link in the ammunition supply chain, and it is tight for structural reasons that will not resolve in 2026 or 2027. The constraint is not powder blending capacity. It is nitrocellulose — the nitrated cellulose feedstock every modern propellant is built on — and the cotton linters that feed it.
Canister powder for handloaders sits at roughly $45–60 per pound at retail, with popular rifle powders clustered near the top of that band. Availability is best described as functional but unreliable: the shelves are not empty, but most of any retailer's catalog is out of stock at any moment, and which part rotates week to week.
The direction of travel is a slow, capital-intensive rebuild of Western energetics capacity that mostly comes online between 2027 and 2029. Until then, military demand has priority, and commercial buyers get the residual.
1. Where prices actually are
The numbers below are from our own price desk, which samples retailers whose terms permit automated catalog reading. This table is one retailer (Graf & Sons), sampled 27 August 2026; the live page tracks the rest and stays current.

Three things stand out.
Rifle powders carry a premium. Extruded rifle propellants — Varget, H4350, H1000, the 4350-class IMR powders — run $58–68 per pound in one-pound cans. Fast pistol and shotshell powders like Titegroup and Long Shot sit $14–18 lower. That spread reflects both manufacturing complexity — extrusion takes weeks where spherical takes hours — and where demand is concentrated.
The bulk discount is thin. An 8 lb jug of H4350 works out to about 11% below the one-pound price. Historically that gap was wider. When a manufacturer is allocating scarce product, there is less incentive to reward volume. (And remember the shelf price is not the landed price — hazmat is a flat fee, which changes the math on small orders.)
Imported powder is no longer the cheap option. Vihtavuori N140 at $54.99 per pound undercuts comparable domestic extruded powders on the shelf, but the eight-pound bulk configuration is frequently unavailable, which erases the advantage for anyone buying in quantity.
Availability
Our collector's 27 August sample found 355 of 1,376 tracked powder listings in stock — about one in four — across the retailers the desk reads. That figure is the most honest single number in this report. It is not a shortage in the 2020–21 sense, where nothing was available at any price. It is a persistent allocation problem where specific powders vanish and reappear on no predictable schedule — arguably harder to plan around than a uniform shortage. Loaded ammunition tells a gentler story, which is itself informative. Bulk 9mm has drifted up single-digit percentages — the cheapest FMJ ran about 22 cents a round in January 2026, against a 2025 average near 20–22 cents — while the manufacturers push list prices considerably harder: Winchester raised commercial ammunition prices 3–8% on 1 January 2026 and moved to quarterly price reviews; the Kinetic Group brands (Federal, CCI, Remington, Speer, Blazer, plus imported Fiocchi) implemented 2–10% increases effective 1 April, then another 3% on rifle and promotional handgun lines on 1 June. Street prices lag list because demand is soft; the cost pressure underneath is real, and it lands hardest on the components — powder and primers — where capacity is the constraint.
Nitrocellulose is the binding constraint
2. What is actually driving cost
Every smokeless propellant — single, double, or triple base — starts with nitrocellulose. NC requires high-purity cellulose, and the preferred feedstock is cotton linters, the short fibers left on cottonseed after ginning. This is where the chain breaks.
Rheinmetall's chief executive puts China's share of the cotton linters used by European ammunition producers at around 70 percent — which means NATO's artillery programs depend on a strategic competitor for a core precursor. The Wall Street Journal reported in July 2026 that linter availability had become one of the principal obstacles to expanding artillery shell output. A commodity most people associate with textiles is now a defense chokepoint.
The U.S. position is worse than most people assume. Radford Army Ammunition Plant in Virginia is the only domestic producer of military-grade nitrocellulose, and it cannot make every grade needed. Maj. Gen. John Reim told Breaking Defense that propelling charges became the limiting factor in the 155mm ramp-up, and that the U.S. is importing the required grade of nitrocellulose from France, the Czech Republic, Korea, and General Dynamics' Valleyfield plant in Canada.
Military demand has priority
Artillery consumes propellant at a scale that dwarfs commercial shooting. A single 155mm firing burns anywhere from about five to twenty-eight pounds of propellant depending on charge zone — at the top zones, more than many handloaders use in a year.
The U.S. ramp illustrates the pressure. The Army was producing around 40,000 155mm rounds per month in mid-2025 against a target of 100,000, having missed its original October 2025 timeline; by March 2026 the Pentagon's inspector general put the rate at 36,000, and — notably — found the binding constraint had shifted from propellant to projectile metal parts, with a $469 million Texas production line yet to deliver a conforming part. The propellant workarounds tell their own story: the Army revived a legacy propelling charge that uses a different nitrocellulose grade, and opened new propellant facilities in Marion, Illinois and Perry, Florida.
Europe is pushing harder still. Rheinmetall built a 350,000-shell-per-year plant at Unterlüß in about fifteen months, and in July 2026 broke ground on a €350 million expansion of the Aschau powder plant that takes it from roughly 1,700 to 4,200 tonnes a year by 2028. It bought the Hagedorn nitrocellulose plant outright, and targets roughly 1.5 million 155mm shells annually by 2027.
None of that capacity serves canister powder for reloaders. It competes with it for the same feedstock.
Tariffs
A 10% baseline tariff on imports took effect in April 2025, with higher country-specific rates layered on top — and the country rates land squarely on ammunition and components: the Czech Republic at 20%, South Korea 25%, Serbia 37%, Bosnia 36%. Metals travel under separate Section 232 tariffs, with copper added in 2025. The second-order effect matters more than the first: imports historically acted as a pressure-release valve when domestic supply tightened, and that valve is now partially closed — at exactly the moment three of the four largest suppliers of American canister powder are foreign plants.
The rest of the input stack
Powder is not the only input inflating. The Kinetic Group cited cost increases across copper, lead, zinc, and antimony alongside propellants when announcing its increases. For handloaders who buy components separately, propellant and primers are where the pain concentrates, because those two are the ones with capacity constraints rather than commodity price inflation.
2026 has also been a bad year for plant uptime. A month-long strike took the Lake City Army Ammunition Plant — the largest small-caliber facility in the country — offline from early April to early May. Alliant's canister powder line has been suspended since May 2024 and remains so. And in August an explosion hit the KNDS ammunition works at Colleferro outside Rome, a reminder that European loading capacity runs with no slack either.
Regulatory and distribution friction
Hazmat shipping fees, storage limits, and state-level regulation add cost that never appears on a manufacturer's price list. Colorado is a live example: HB25-1133 took effect 1 July 2026 and defines ammunition to include cartridge cases, primers, bullets, and propellant powder — meaning reloading components fall under the same retail restrictions as loaded ammunition, including vendor-assisted access, a minimum age of 21 with narrow exemptions, and signed, age-verified delivery for online orders. The industry concern is not the rules themselves so much as vendor withdrawal — fewer out-of-state sellers willing to ship into a state means less competition and higher effective prices there, and other states are watching.
3. Who actually makes the powder
This is the most commonly misunderstood part of the market, and it explains a lot about why prices move the way they do. The short version: the familiar brands are largely not manufacturers. Hodgdon — which owns or distributes Hodgdon, IMR, Winchester, Accurate, Ramshot, and Blackhorn — is a canister-grade branding, blending, testing, and distribution operation. The propellant comes from a small set of plants: General Dynamics' St. Marks and Valleyfield, ADI's Mulwala in Australia, and the European makers. When those plants are running military contracts, Hodgdon's canister allocation shrinks regardless of what Hodgdon wants. Even large ammunition makers buy propellant on the open market. Olin's Winchester division is instructive. Its Q4 2025 segment earnings collapsed to $0.6 million from $42.0 million a year earlier, with the company citing propellant and commodity metal costs directly; full-year 2025 operating income fell 71.5% to $67.7 million on roughly flat revenue of $1.72 billion. The recovery since has been real but modest — Q2 2026 came in at $28.1 million, up 12.4% year over year, on firmer commercial pricing. A company of that size absorbing that kind of margin compression tells you propellant cost is not a rounding error.
Consolidation is accelerating. The ownership map has changed substantially:
- CSG (Czechoslovak Group) acquired The Kinetic Group — Federal, CCI, Remington, Speer, Blazer — making it the largest small-caliber ammunition producer in the Western world
- Olin/Winchester acquired AMMO Inc.'s manufacturing assets
- Hodgdon acquired RCBS from Revelyst
- Voyager Technologies acquired Estes Energetics, parent of Goex — the only U.S. producer of black powder
- Rheinmetall acquired Hagedorn-NC
The strategic logic is identical in every case: vertical integration into energetics. Whoever controls nitrocellulose and propellant controls the throughput of everything downstream. How the industry got from an antitrust breakup to here is the subject of The Great Unbundling.

Two observations about this table.
Nearly all of it is European and nearly all of it is military. The U.S. commercial canister market is a small residual customer of a system being rebuilt for artillery. The American additions are thin — the St. Marks expansion and CSG's Iowa complex — and of everything listed, only St. Marks directly grows the supply of powder a handloader can buy.
The BAE line is the wild card. A pilot-stage manufacturing technology that eliminates the need for nitrocellulose and nitroglycerine could reach its first industrial phase by the end of 2026. If that scales, it breaks the cotton-linter dependency outright. That is a large “if,” and it would complement rather than replace existing supply chains in the near term.
5. Where this is heading
Through 2027 — elevated and uneven. New capacity is mostly 2027–2029. Military allocation continues to take priority. Expect canister powder to stay in the $45–60/lb band with continued rotating stockouts. Annual increases in the 3–8% range are the reasonable planning assumption, front-loaded into Q1/Q2 announcements — that is what both Winchester and Kinetic actually did in 2026.
2027–2029 — gradual loosening, but not to old prices. As Eurenco, CSG, Rheinmetall, and Polish capacity come online, the feedstock bottleneck should ease. Availability improves before price does. The cost baseline has structurally reset: new plants built at 2025–26 capital costs, under current permitting regimes, with Western rather than Chinese feedstock, do not produce cheap powder. Pre-2020 pricing is not coming back.
The main downside risk is a demand shock. Commercial demand is currently recovering from a soft 2025 — CSG noted improving volumes and firmer pricing in the U.S. commercial channel through the first half of 2026. A political event that triggers panic buying would hit a system with almost no buffer, and the result would look far worse than 2026 has.
The main upside risk is peace. A durable end to the war in Ukraine would eventually free enormous propellant capacity. But stockpile replenishment across NATO would absorb much of it for years, and governments now treat energetics capacity as a strategic asset to be maintained rather than dismantled. Relief would be slow.

- Canister allocation from GD-OTS and ADI — these determine reloader supply more directly than anything Hodgdon announces; watch for Alliant's suspended line coming back as the same signal in reverse

- State-level component regulation — Colorado's approach, if replicated, fragments the distribution market and raises regional prices independent of manufacturing cost
6. Practical implications
For handloaders: Buy to a plan, not to a headline. Panic buying is a meaningful contributor to the stockout pattern — it converts a tight market into an empty one. Substitution flexibility is worth real money now: developing loads with two or three viable powders per cartridge beats optimizing around one that may be unavailable when you need it. The directory exists partly for this.
For small-volume commercial loaders: Contract earlier and longer than historically necessary. Spot-buying canister powder is no longer a reliable procurement strategy. Where possible, qualify alternate propellants in advance so a supply interruption is a paperwork problem rather than a production stoppage.
For anyone modeling cost: Propellant is now a volatile line item, not a stable one. Cost models built on pre-2022 propellant assumptions understate loaded-round cost meaningfully, and the error compounds in high-charge-weight rifle cartridges where powder is a larger share of component cost.

Verify the charge, not just the recipe
A published load tells you what you meant to put in the case. It cannot tell you what went in on stroke 340 — a bridged measure, a double charge, a squib. Only measuring every round tells you that, and that measurement is what an RCM Laser Powder Check produces.
